how to set env for 4.10 release???

i use bash, i set   :  LANG=zh_CN.GBK LC_ALL=zh_CN.GBK  LC_CTYPE=zh_CN.GBK
now it can display chinese well,  but when use gedit   ,it said , c type not surpport
,use iso?????. so ,gedit can not display any chinese characters.


and another even serious problem,i can not use  fcitx!@@@!!!!!
my version is 1.8.4 , i  just like a icon stand there,can not do anything.
