You don't have permission to access /pureftp/install.php on this server

在配置pureftp服务器的时候出现：
Forbidden
You don't have permission to access /pureftp/install.php on this server.
------------------------------------------------------------------------

Apache/2.2.3 (Red Hat) Server at 192.168.66.200 Port 80


我把目录的权限也改了 还是这个错误
怎么办？？？？
