SCIM 1.4.4 cannot be toggled unless as ROOT!

I installed scim-1.4.4 on my RH9, because I found some day the scim-1.0.2 cannot be toggled when I press Ctrl-Space. But after I upgraded scim to 1.4.4 it was the same.
I found everything is OK when I startX as a ROOT.
WHY? I am confused :-(
